As a Managing Partner and Senior Lawyer of FINA LLP Law Firm Mr. Ramazanov participated in various oil and gas related negotiations, provided foreign oil companies conducting their business activity under the specific Azeri PSA (“Production Sharing Agreements) tax regime with consultations on various aspects of the acting Azeri legislation, particularly on the issues of incorporation, taxation and labour.

Mr. Ramazanov also provided foreign investors with the corresponding legal advice involved in privatization of the small and medium size state owned enterprises under the State Program on privatization of the state property. Recently Mr. Ramazanov has participated in the $50 million Project on privatization of the local Azerbaijani JSC “AzerPipe” (in the team work on Valuation of the Fixed Assets of the new privatized JSC “AzerPipe” as a local legal expert).

Senior Legal Expert, USAID Project No GS-10F-0017K, “ Azerbaijan Energy Assistance Project” US Technical Assistance to Energy Sector of Azerbaijan”, Baku\Azerbaijan (ongoing project since 2003)

Mr. Ramazanov was involved in a specific USAID funded “Azerbaijan Energy Assistance Project” as a local legal expert carried out by the legal entity of the USA “PA Government Services Inc.” in Azerbaijan in compliance with the provisions of “Agreement between the Government of the United States of America and the Government of Republic of Azerbaijan regarding Cooperation to Facilitate the Provision of Assistance” concluded between the US Government and Azerbaijan Government on May 11, 2000 ratified by the Law of the Azerbaijan Republic “On Ratification of the “Agreement between the Government of the United States of America and the Government of Republic of Azerbaijan regarding Cooperation to Facilitate the Provision of Assistance” dated June 18, 2000, No 915-IQ.

Senior Legal Expert and Project Manager, EC TACIS Project No EAZ 9603, “Support for the Structural Reform of the Fuel and Energy Sector of Azerbaijan”, Baku\Azerbaijan (1998-1999)

Mr. Ramazanov was serving as a Senior Legal Expert and Local Project Manager for this 2-year Project financed by the European Commission. The main beneficiaries of the Project were the Presidents Office of Azerbaijan which delegated the corresponding powers to the Ministry of Economy of Azerbaijan to act on behalf of the Azerbaijan Government in this Project, and the three main state owned Energy companies of Azerbaijan: State Oil Company of Azerbaijan (SOCAR); “Azenerji” JSC (the main Electricity producer and supplier of Azerbaijan); “Azerigas” JSC. The aim of the Project was the establishment of the relevant Supervising Authority (present “Fuel and Energy Ministry of Azerbaijan) in the Energy Sector of Azerbaijan. Mr. Ramazanov was coordinating the work of the experts group with the beneficiaries of the Project; participated in preparation of initial drafts of the corresponding legislative acts specifying the main tasks, functions and obligations of the relevant “Supervising Authority” to be established in the Energy Sector of Azerbaijan (consequently, in compliance with the corresponding Presidential Decree this “Supervising Authority” was established as a “Fuel and Energy Ministry of the Azerbaijan Republic”)

Senior Legal Expert, EC TACIS Project No EAZ 9502 “Energy Legislation, Taxation and Finance Assistance to the Energy Sector of Azerbaijan”, Baku\Azerbaijan (1996-1997)

Mr. Ramazanov was serving as the Senior Legal Expert for this 3-year Project financed by the European Commission. The main beneficiaries of the Project were the Presidents Office of Azerbaijan; Milli Mejlis (Parliament) of Azerbaijan; and the three main state owned Energy companies of Azerbaijan: State Oil Company of Azerbaijan (SOCAR); “Azenerji” JSC (the main Electricity producer and supplier of Azerbaijan); “Azerigas” JSC. As far as there were no corresponding national legislation adopted by the legislative bodies of Azerbaijan in the Energy Sector of Azerbaijan after the collapse of the USSR, the main aim of this Project was drafting and preparation of the corresponding Energy legislation of Azerbaijan. The team of western and local Azeri experts group prepared number of legislative Acts, such as: Law on “Gas Supply”; Energy Law; Law on “Electro-Energy Industry”; Oil and Gas Law; etc., submitted the drafts of those Acts to the Beneficiaries of the Project for consideration, took part in the commissions of the Parliament of Azerbaijan while consideration of those Acts. All of the draft Laws (with the exception of the “Oil and Gas Law”) were adopted by the Milli Mejlis of Azerbaijan with some slight changes and amendments after completion of the Project.

Legal Expert, EBRD Project, Preparation and Drafting Changes and Amendments to the Foreign Investment Protection Law of Azerbaijan, Baku\Azerbaijan (1996-1997)

Mr. Ramazanov participated in this Project financed by EBRD as a Chief local legal expert within the German Legal Experts Group. The team of western and local experts prepared corresponding changes and amendments to the existing Law of Azerbaijan “On Protection Foreign Investments” of 1992 which had to meet the current demands and expectations of the foreign investors doing or intending to do business in Azerbaijan. The new draft of the Law of Azerbaijan “On Protection Foreign Investments” prepared by the expert group with participation of Mr. Ramazanov was submitted to the Milli Mejlis of Azerbaijan for consideration.

Legal Expert, EC TACIS Project, Drafting and Preparation of the Civil Code of Azerbaijan, Baku\Azerbaijan (1994-1995)

Mr. Ramazanov participated in this Project financed by European Commission for drafting a new Civil Code of Azerbaijan. The team of western (mainly French and German experts) and local Azeri experts prepared a new Civil Code of Azerbaijan and submitted to the beneficiaries of the Project: The President’s Office and Milli Mejlis of Azerbaijan. But due to adoption of the new Constitution of the Azerbaijan Republic at that time ( November 12, 1995) this new Civil Code of Azerbaijan came into force only in June 01, 2000
